libcli-dev software package provides emulates a cisco style telnet command-line interface (dev files), you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcli-dev
libcli-dev is installed in your system.
Make ensure the libcli-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libcli-dev *
You will get with libcli-dev package name, version, architecture and description in a table
